Ferry had already served two terms as Territorial governor (the only to do so); his leadership is noted for fair-dealing and financial prudence, bringing the state budget into solid standing - a challenge given the advent of railroad activity and major fires, all in 1889, that destroyed Seattle, Spokane and Ellensburg.
