Maximoff documents the bloody intrigue and assassinations following the Russian revolution, first with persecutions under Lenin, then the grim terror under Stalin. Stalin's campaigns are documented only up to the Show Trials and substantial purges of the late 1930s and early 1940s. The second half of the book covers the persecution of anarchists.

Per Emma Goldman, Maximoff was “ … an anarchist of long standing … participated in the revolutionary struggles beginning with the February Revolution of 1917, was one of the editors of Golos Truda (The Voice of Labour) and a member of the All-Russian Secretariat of Anarcho-Syndicalists … he is an able and popular writer and Lecturer …” (My Further Disillusionment in Russia New York: 1944).
