Mexico City: Viceroyalty of New Spain / Virreinato de Nueva España, 1783. First Edition. Mounted Single Loose Sheet. Folio, 12 x 16 inches. Loose watermarked sheet printed one side. With the seal of Charles III stamped or printed twice (Sello Quarto, Un Quartillo, Anos de Mil Setecientos y Ochenta y Dos y Ochenta y tres. Carolus III D. G. Hispania R Rex). Galvez autograph. Additional endorsements: 27 May 1783, and 1 June 1783 acknowledging receipt at San Juan del Rio, and signatures of Joseph de [?] and [?] Davila. Mounted with mylar clips on matted board under mylar cover, 16 x 20 inches. Creases with a small split at the intersection of folds, light damp stains and soiling. Remarkably well-preserved. Printed proclamation of a royal decree communicated by Virrey Matías de Gálvez. "By royal order I am to make understood by those who have to send valuable funds, produce and goods to Spain to place them without delay in the port of Veracruz where the warships that are to carry them are to come from Havana; and in order for this sovereign provision to have the beneficial effects to which it is directed, I command that it be published by Edict in this capital as well as in other places, passing the necessary copies to the royal court of the consulate, and to the trade council of Spain residing in Xalapa."
de Gálvez had recently been appointed Viceroy and died in October 1784. Though the specific circumstances surrounding this decree remain unclear to us, it seems likely that continuing hostilities with England had disrupted trade, increasing the necessity of armed escorts for the "treasure fleet" out of Veracruz, principal port since the establishment of Nueva España.
