Letters to and from Wool during his first year (1854) as commander of the Army's Pacific Division. Many topics covered, but with special attention to hostilities with Native Americans of the northern California and southern Oregon Territory during the height of the Western Indian Wars. "Des Chutes," "Nez Perces," "Snakes" (composed of Bannacks, Shoshones and Root Diggers) and their respective populations are discussed, as well as the Shastas, Umatillas (here, "Unatillas"), and others.

In addition, Mexico and its efforts to secure French soldiers from the San Francisco Bay area (filibusters, or "filibusteros") is addressed, invoking Alcatraz Island, Major Townsend, Count Raousset de Boulbon, General Santa Anna, M. de la Valle, et al.
