Signed by Pelly at the colophon. Pelly was born in Seattle on August 22, 1902 to Bernard Pelly, the British consul to Seattle, and Elizabeth Montgomery Minor Pelly, the daughter of former mayor of Seattle Thomas T. Minor. He worked at Lowman and Hanford prior to embarking on an illustrious 30-year career in the US House of Representatives.
