Prince Arthur, Duke of Connaught (1850-1942), Queen Victoria's third and reportedly favorite son, served as Governor-General of Canada 1911-1912. In 1887 he married Princess Louise Margaret of Prussia (1860-1917). The photo reveals the preposterous panoply of personalities who turned out for the Governor's visit, many, presumably, being representatives of religious flocks (including grey-bearded eastern-orthodox elders), fraternal organizations (including two exalted potentates with black-eyes (?) who are connected at the neck by a drooping chain), musicians (a marching band is present), political figures in formal attire, et al.
